Accordingly, and through the NIHR’s field monitoring of the counting and polling centers during the first round and the run-off round of the elections for members of the Council of Representatives and the municipal councils, which included their presence in some polling and counting centers during the closing of the ballot boxes, the start of the sorting, the counting of ballot papers, and the announcement of the results, it was found that all the provincial and public polling centers were closed at 8:00 pm in full view of the candidates or their agents, civil society organizations, and the NIHR’s team who was present.
