THE INDONESIAN NATIONAL COMMISSION ON HUMAN RIGHTS
WRITTEN CONTRIBUTION ON THE UNCRPD 13TH PRE SESSION
INTRODUCTION
1. The National Commission on Human Rights of the Republic of Indonesia, abbreviated
in Indonesian as Komnas HAM1, hereby submits its report to the Committee on the
Rights of Persons with Disabilities in fulfilling its reporting obligation given by the
Treaty Body to Indonesia.
2. Indonesia has ratified the Convention on the Rights of Persons with Disabilities on 18
October 2011, which was entered into force and promulgated on 10 November 2011.
The Komnas HAM report is intended to provide additional information regarding the
status of the CRPD implementation, as provided by the previous Report of the
Government of Indonesia.
3. The National Human Rights Commission welcomes the implementation of best practices
in the protection and fulfilment of the rights of persons with disabilities in several
Indonesian regions. These are evident in the Special Region of Yogyakarta Province, for
instance, where CRPD was adopted in the local laws.
4. The data provided in this report were collected as results of consultations, field study,
complaints lodged to Komnas HAM, meetings, and other related activities both attended
or organized with partners from disabled persons’ organizations (DPO), civil society
organizations (CSOs), and government agencies. The report also takes into account
national and international laws, as well as local and international reports and focuses
mainly on the following themes:

As NHRI Komnas HAM has a mandate to monitor conventions that have been ratified by the Indonesian
government. Komnas HAM is an NHRI that obtained a “A” status assessment from GANHRI
