NHRC has endeavored to re-activate its Complaint Management System with improved mechanism. NHRC has already got a website (www.nhrc.org.bd) developed and included in National Web Portal Framework with assistance of A2i project of Prime Minister’s Office in Nov 2016 which has helped reinforcing the Complaint Management System where complaints can be registered and run from its own Web Server provided by Bangladesh Computer Council. With the new initiative availability of complaint related information and related data on human rights are ensured online. As Chair of NHRC I expect that this report will appear as a mirror of activities of NHRC in a given time-frame to understand and evaluate the limitations, achievements and challenges of the organization and work as a vehicle to peer group awareness building among stakeholders and a link or bridge between people and NHRC. NHRC looks forward to making full usage of ICT for Human Rights awareness building, Human Rights education, E-tendering and E-filing system to enhance the operational skills of the Commission. In fine, I would like to thank all concern who have constantly worked for the effective functioning of the Commission in 2016; especially the Members of the Commission and the officers of NHRC whose relentless endeavor has made this Annual Report a reality. I would also like to acknowledge the support from different government agencies, CSOs and the key partners especially UNDP, SIDA, DANIDA and SDC who have been working with us and extending valuable technical and financial support for developing our capacity to promote and protect human rights in the country. Shifting of the office of the NHRC from Gulphesa Plaza, Magbazar to BTMC Building, 7-9, Karwan Bazar, Dhaka-1215 at the end of the year has been a wise and timely step; most of the stakeholders have lauded it for the central location and easy accessibility. The Commission is now functioning with 48 personnel; extremely insufficient compared to its wide area of activities. A new proposal of increased human resources with distinct organogram and TO&E has been forwarded to Legislative and Parliamentary Affairs Division expecting quick approval. It is learnt that the matter is under active consideration of government. Increased human resources will enhance NHRC’s institutional capacity. I sincerely request for the continued support of all concern and look forward to stronger collaboration, implementing more result-based programs and thereby effectively upholding Human Rights in Bangladesh.
