6. For the LGUs to pass resolutions and policies
that translate national laws and policies on GAD
at the local levels, and to develop and pass a
clear resolution establishing a gender focal point
system.
ON HUMAN RIGHTS
PROTECTION
1. Strengthen the referral network for cases of
GBV, and for the IACVAW to continue working
with the different pillars of the criminal justice
system to address gaps. Responses and strategies
should take into consideration addressing
and providing differentiated response to GBV
as experienced by specific groups of women
facing intersecting and multiple forms of
discrimination;
2. Adopt protocols for law enforcement agencies,
national prosecution service, public attorney’s
office, and courts in handling cases of women and
LGBTIs facing multiple and intersecting forms
of discrimination. Initially, protocols should be
developed and adopted to handle cases of persons
with diverse SOGIE and women with disabilities;
3. Ensure accessibility of information and
services that include provisions of sign language
interpreters in all government agencies, and
more urgently in frontline services providers.
There is also need to ensure as well geographical
accessibility of facilities in accessing justice and
other social services, and the effective provision
of support services;
4. Government agencies, GOCCs, State
Universities and Colleges, and LGUs to strictly
appropriate and utilize the 5% GAD budget and
to have specific initiatives addressing to gender
issues;
5. Institutionalize the monitoring of Barangay

VAW desks and not only focus on the
establishment but nsure functionality and
effectivity in providing women access to justice in
cases of VAW; and
6. Conduct continuous gender sensitivity
trainings including on SOGIE, laws on women,
and protocols in handling GBV cases for all
service providers.
ON HUMAN RIGHTS
PROMOTION:
1. For the CHR to strengthen community-based
capacity building, particularly on women’s basic
human rights, human rights protection, and
pursuit of remedies;
2. For the CHR to strengthen collaboration,
engagement, and networking with national
government agencies, LGUs, CSOs, the academe
and the private sector on the respect, protection
and fulfillment of human rights especially of
LGBTI’s and women’s human rights.
3. For the DepEd and the CHED, and other
educational institutions, to incorporate gender
mainstreaming and gender sensitivity education
in their curricula in order to foster a culture of
respect for the rights of women;
4. For all the government agencies, particularly
the Civil Service Commission and the DILG,
to ensure the conduct of trainings for all
government employees and officials, including
those elected to public office, on gender
sensitivity andwomen’s human rights. Trainings
conducted should aim for the fulfilment of the
State’s obligation to protect women from GBV by
addressing cultural stereotypes, prejudices and
women’s subordination to challenge the culture of
impunity on VAW cases;44
