Despite the positive feedback that the government provided in its response to the Commission Annual Report 2016, the Commission observed that the same issues still persist at the places of detention in the year under review. For instance, the Commission had highlighted the issue of basic personal hygiene tools and bedding which were insufficient for the detainees. The government responded by stating that all relevant detaining authorities always ensure that the basic necessities are sufficient for the detainees, and certain detainees were not provided clothing for security and health reasons after assessment were being made by the experts7. However, based on the visits conducted in the year under review, the reality on the ground was in contradiction with the statements. The following are the Commission’s observations on each of the places of detention visited: C H A P T E R During the year, the Commission conducted a total of 56 visits to places of detention, made up of 18 periodic visits to lock-ups (6), Prisons (6), Immigration Detention Centres (4), Military Detention Centre (1) and Drug Rehabilitation Centre (1) and 38 visits for the purpose of inquiring into complaints.
