The current state of inconvenience necessitates persons with disabilities to be carried on the back of ferry staffs or their companions, or they are carried by 2~4 persons while being seated on wheelchair to go through the stairs linking port and ferry in order to go on or off board. Based on this determinations, the Commission recommended to the Minister of Oceans and Fisheries, on 22 August 2016, to take measures that would provide safe and convenient ferry access for wheelchair users. 31. On 7 September 2017, 963 persons holding grade 1 and 2 visual impairment ratings filed a group litigation, on the ground of the ARPDA violation and with a claim for compensation, against 3 large-scale online shopping malls. They claimed that the majority of internet services and mobile applications provided by the online shopping malls were constructed based on image and video files, which in effect impedes the basic first step of online purchase, registration of membership. The group appealed for the correction of limited accessibility to information for persons with visual impairment. 32. Apart from the complaints on the access to information, 54 complaints were submitted to the Commission by the persons with visual impairment for the last 5 years. The CRPD expressed its concern in its concluding observation that “the accessibility standards for buildings are restricted by minimum size, capacity or date of construction of the buildings”, with encouragement to the State party “to apply accessibility standards to all public facilities and workplaces, regardless of their size, capacity or date of construction”.
