Therapeutic community programme which is conducted in the prison
facilities represents a highly effective and structured environment
within defined boundaries, both moral and ethical. It is accomplished
by reshaping an individual’s behaviour and attitudes. Inmate
community working together to help themselves and each other
restoring self-confidence and to prepare them for reintegration into
their family as productive members of community.
2.3. Mr. Sigit Budianto, Deputy Director of the Technology and Information and Foreign
Cooperation on behalf of the Directorate General of Correction, Ministry of Law and
Human Rights, Indonesia shared the efforts in the promotion and protection of
human rights in correctional facilities in Indonesia.
i.Introduction
According to the Indonesian Act No. 12 Year 1995 on Corrections –
Correction is an act to reform offenders based on a systematic and
institutionalised treatment as the last sequence of events in the criminal
justice system.
Correctional facilities function to provide services, treatment, guidance,
management, healthcare, and security. The purpose of corrections is to
assist offenders to become law-abiding citizens who regret their mistakes,
strive to improve themselves and refrain from reoffending.
ii.Statistics and Data
In 2021, the Directorate General of Correction, Indonesia is managing 680
correctional facilities which consist of detention centre, juvenile prison,
parole office, house of confiscation and hospital.30 The correctional facilities
nationwide host about 270,793 inmates while the capacity of a prison is
only 130 to 107 persons.31
iii.Challenges
Most prisons in Southeast Asian countries share a common issue which is
overcrowding. The occupancy rate of a prison is more than 100 persons due
to the fact that the average growth prison population is higher than the
average capacity of prison.
iv.Strategies
Strategy by the Directorate General of Corrections, Indonesia stresses the
importance of tackling overcrowding through the increase of prison
capacity by building new facilities and renovation, transfer of inmates from
crowded to less crowded prisons, optimisation of parole programs, working
with other law enforcement agencies to enforce alternative sentences
rather than imprisonment and initiatives towards restorative justice.
