Annual Report 2011–2012 The APF advocates for its members participation in regional and international mechanisms, promoting APF policy positions and more effectively ensuring NHRI recognition in these mechanisms. In 2011–12 the APF provided a strong and consistent voice for the region, influencing international mechanisms for the benefit of members. 4.1 Influencing human rights mechanisms Evaluation findings Outcome indicator: Influencing Performance rating: On track The APF, with its member institutions and other partner organisations seek to support and engage with the various human rights protection systems internationally and across the region. During 2011–12 APF members participated in the UPR, in human rights treaty body examinations, and in visits by or reports to special procedure mandate holders. Figure 11 shows that the level of overall positive engagement with UN processes across the APF membership remains high. In particular, members are consistently following up the recommendations of the treaty body reviews and special procedure mandate holders with their States. There also continues to be substantial engagement by APF members in monitoring the proceedings and outcomes of treaty body reviews and the UPR and in submitting parallel reports to those processes. APF members are more likely to participate independently in UN processes, rather than as part of their State’s delegation. The APF continues to engage constructively with the Human Rights Council, the General Assembly (GA), the CSW, the Open Ended Working Group on Ageing (OEWG), and the ICC. The APF has also been very active in the region facilitating the development of Pacific regional mechanisms, and partnerships with ASEAN and the Asian Civil Society.
