︱Road to Migrant Fishers’ Rights brought into the regulatory framework. Taiwan would go on to participate in regional fisheries management organizations as a fishing entity as well. In addition to the UNCLOS regulations on sustainable fisheries, there are also international conventions and agreements on the human rights of fishermen. Together, they form the regulatory framework for fishery safety, environmental protection, and crew training for fishing vessels. The four main documents in question are: “Work in Fishing Convention (2007)” (C188) of the International Labour Organization, “International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (1995),” the “Cape Town Agreement (2012)” on the safety of fishing vessel of the International Maritime Organization, and the “Agreement on Port State Measures to Prevent, Deter, and Eliminate Illegal, Unreported and Unregulated Fishing” of the UN Food and Agriculture Organization. Other important conventions related to the human rights of fishermen include: “The International Covenant on Economic, Social and Cultural Rights” (ICESCR), “The International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families” (ICMW ) and the eight fundamental conventions of the ILO. The basic human rights issues involved in the six investigations included: right to life, right to freedom, right to health, right to equality, right to social security, right to work, and right to freedom from torture. Articles corresponding to these basic human rights can all be found in core UN conventions on human rights. 054
