1.3 Step-by-step preparations for the GANHRI evaluation system

Reason for selection
Point 13 of the concluding observations on Taiwan’s Third National
Report on the Two Covenants and Point 24 of the concluding
observations on Taiwan’s Fourth National Report on CEDAW both
recommended that the NHRC should establish a relationship with
GANHRI and that the Asia Pacific Forum (APF) should assist the
NHRC in undergoing an accreditation process similar to that of the
GANHRI-SCA before the next review in order to evaluate the
Commission’s compliance with the Paris Principles.

Significance
The Paris Principles provide a basis for consensus in assessing the
independence and effectiveness of a national human rights institution.
The GANHRI determines such institutions’ international ratings
through the SCA. The NHRC will collaborate with international
human rights experts and the APF for familiarization with GANHRI’s
accreditation system and the documents necessary for GANHRI-SCA
accreditation and in previewing accreditation documents prepared by
the NHRC to facilitate its participation in the GANHRI accreditation
system.

Expected outcomes
Introduction of the GANHRI certification system to evaluate the
NHRC’s compliance with the Paris Principles.
