Collection of background information
In order to get a better picture of domestic and international
human rights trends, the NHRC referred to the medium-term
strategic plans and priority tasks formulated by the UK, Australia,
South Korea, and other countries, the five major topics selected
by the Office of the United Nations High Commissioner for
Human Rights (OHCHR), as well as the major human rights
issues identified in the Executive Yuan’s National Human Rights
Action Plan (2022-2024), and the implementation status of the
Commission’s own 2021/2022 annual strategic plan.

Clarification of the relationship between the NHRC’s strategic
plan and the government’s National Human Rights Action Plan
In order to clarify the distinct roles and functions of the
strategic plan and the National Human Rights Action Plan, the
NHRC collected data from the UK (Scotland), Australia, and
South Korea. These countries take a top-down approach in their
national human rights action plans, which address a wide scope of
human rights issues and cover a variety of disadvantaged groups
and human rights issues. The strategic plans of these countries’
national human rights institutions, on the other hand, mostly focus
on the operation of the institutions themselves from the
perspective of their mandate regarding human rights protection
and promotion. In conclusion, the roles of the two plans are
different.
