Regulatory basis

The Commission was established in accordance with the
Organic Act and Article 3, Paragraph 2 of the Organic Law of
the Control Yuan.

Membership
Pursuant to Article 3 of the Organic Act, the NHRC consists of
10 members, with the president of the Control Yuan and seven
members who qualify under Article 3-1, Paragraph 1, Subparagraph
7 of the Organic Law of the Control Yuan as ex officio members.
The NHRC is chaired by the president of the Control Yuan, and the
vice chairperson is elected from among the NHRC members. Two
members of the Control Yuan (other than the ex officio members of
the NHRC) may also be appointed to serve a one-year term on the
Commission by the president of the Control Yuan, but such members
may not be reappointed.
Pursuant to Article 3-1, Paragraph 1, Subparagraph 7 of the
Organic Law of the Control Yuan, members of the NHRC must be
individuals with an outstanding reputation who specialize as
researchers into or who are dedicated to human rights protection, or
individuals with actual experience serving in civil society
organizations involved in the promotion and protection of human
