Glossary Gender Socially constructed characteristics of women, men, girls, boys and gender diverse people. Gender audit A tool to find out the extent to which gender equality is understood and acted upon in your NHRI. Gender bias Conscious and unconscious perspectives and actions that are based on discriminatory and stereotypical values, attitudes and behaviours toward specific genders. Gender baseline assessment (GBA) A snapshot of the current state of gender mainstreaming and specialisation. The results set a benchmark for planning and for future monitoring, evaluation, accountability and learning processes. Gender budgeting / resourcing Understanding, planning for and evaluating the different impacts of resource and budget decisions on all genders. Gender disaggregated data Data that is gathered and tabulated on the basis of gender, enabling a measurement of differences between and among genders. Gender diverse An umbrella term used to describe gender identities beyond the female / male binary. Gender equality Where people of all genders have equal rights, responsibilities, opportunities and outcomes. Gender lens The perspective used, through which understanding can develop about how gender perspectives shape and inform decisions and actions. Without using a gender lens our assumptions and actions may be gender biased. Gender mainstreaming Ensuring that gender is considered in all operations, functions and environments of an NHRI in order to achieve formal and substantive gender equality. Gender indicators Specific measures used to understand whether gender equalities and/or inequalities exist. Used consistently over time gender indicators will provide meaningful comparisons.
