Section 5: Asia Pacific Forum Member Survey Methodology The GBA survey provided information about how NHRIs rated themselves against a series of questions. The questions asked were developed to provide information for all indicator areas and to complement the information from the document review and semi-structured interviews. The survey was sent to all 26 NHRIs. Each NHRI was requested to submit one survey response only. Using a Survey Monkey tool, 21 questions were asked. They were both qualitative and quantitative. The initial set of four questions were aimed at understanding the context of the person/people who were responding to the survey. Twelve closed-ended quantitative questions followed, requiring the respondent to make a decision from several options. The remaining five questions were open-ended including one that invited final comment (Appendix 5). The information gathered from the surveys had less detail than the document review and the semistructured interviews, but complemented them both by providing, in particular, quantitative information. Of the 26 NHRIs, 25 (96.15%) completed the survey (Appendix 6). Of the respondents, most (80%) were management/senior staff. Gender breakdown was 84% (21) female, 8% (2) male, 4% (1) gender diverse and 4% (1) ‘other’. Findings Key overall findings18 18 1. In descending order (across those questions where a weighted average score out of 4.0 was possible) the rating across all NHRIs, was as follows: • Inclusion in values, structures, systems and processes – 3.20 • Consideration in strategic decision-making processes – 3.12 • Consideration in human resource management policies and practices – 3.12 • Inclusion in the planning, designing and delivery of external work – 3.04 • Data disaggregation collected and reported – 2.96 • Inclusion in resource (including budget) allocation processes – 2.79 2. All NHRIs indicated that they have an overall commitment to gender equality and 76% (16) said that they are practicing gender equality in many, or in all, areas of their work. 3. 72% of NHRIs (18) include gender diversity in the definition of gender. Of the remaining NHRIs, 16% (4) define gender as a female/male binary, and 12% (3) as ‘something else’. 4. The majority of NHRIs (87.50% / 21) define gender equality as ‘where people of all genders have equal rights, responsibilities, opportunities and outcomes’, and 12.50% (3) as something else.
