Section 4: Document Review Methodology The document review focused on the available information about each NHRI found in public documents such as strategic plans, annual reports, websites, documents from the APF Secretariat, and, where available, Human Rights Council reports and GANHRI Sub-Committee on Accreditation Reports. Supplementary information was provided by nine NHRIs in response to the request included in the engagement invitation sent by the APF. (The documents reviewed for each NHRI are listed in Appendix 3.) Related generic documentation was also reviewed. (Appendix 4) All information available was assessed against 15 of the 21 GBA indicators. As little information was available publicly for the ‘Human Resource Management’ indicator area, the 6 indicators related to this area were not assessed. Of the 26 NHRIs reviewed, not enough information was found for two NHRIs on which to base an assessment. The document review findings therefore are based on an assessment of the public documentation available, and the supplementary information provided, for 24 NHRIs. It was not possible using the document review method to determine whether an indicator was met throughout all of the NHRIs internal and external activities, so assessment was based on whether the documentation gave some evidence of meeting an indicator. When this was found, the indicator was accorded to the NHRI. For the purposes of the document review, we are calling this an ‘indicator occurrence.’ The document review resulted in a list of indicator occurrences against each NHRI. For example: • NHRI A: Indicator occurrences for 1.1, 1.3, 1.4, 1.5, 2.1, 4.1, 4.2, 4.3, 5.3 • NHRI B: Indicator occurrences for 1.1, 1.2, 2.2, 4.2, 5.2, 5.3 • NHRI C: Indicator occurrences for 5.2, 5.3 The indicator occurrences were collated per indicator area and per individual indicator, and a percentage average found for each across the 24 NHRIs. These findings are reported below. CAVEAT: Document review is never an exact science. It is based only on material that is available and assessed by outsider/s to the material. It is for this reason that three methods of data gathering were used by the GBA, and the information gathered with each method triangulated to find as accurate an understanding of the situation as possible.
