24 The right to social security of the workers in the informal economy/ sector is a tie-up program with the Government Service Insurance System (GSIS). The workers are likewise provided with an orientation on Safety and Health. And for those who signify their intent to avail of long-term assistance for livelihood, DOLE provides financial literacy and other skills training through Technical Education and Skills Development Authority (TESDA) so they can learn, acquire, or enhance their skills. Depending on the nature of their work, DOLE provides personal protective equipment (PPEs). And if the nature is risky such as repairs and rehabilitation of facilities, the workers are provided with a complete set of PPEs as mandated by the Occupational Safety and Health Center. The eligible projects under TUPAD include social and economic community projects and agroforestry community projects. The provision of assistance through LGUs, transport services for setting up of mobile markets, and disinfection/sanitation of community and other public facilities have been recently added as a response to the situation on COVID-19. During the onset of the quarantine restrictions, around March to April 2020, the DOLE implemented the Barangay ko, Bahay ko Disinfection Sanitation Project. Here, the workers are not required to go out of their houses because what has to be done is to disinfect and sanitize their own homes and their surroundings, and they will be paid their minimum wage. Post-ECQ, they again allowed the other nature of work which includes social, economic, and agro-forestry projects, provision of assistance to LGUs, and transport services for setting up of a mobile market. Under the Barangay Ko, Bahay Ko Project, Ms. Gonzales reported that more than 423,511 beneficiaries were assisted with a total amount of assistance of PhP 1.591 billion. With the TUPAD Post ECQ intervention, there is a total of 540, 176 beneficiaries with an amount of PhP 2.326B assistance.
