funds to their families as needed. BRI offers these services, but fishers must
first open an account with the bank. Transaction fees would be significantly
reduced once an account is established and remittances are sent directly to
BRI.
Regarding BRI’s presence in Taiwan, OMFR Secretary-General
Huang Yu-jhong emphasized the convenience of low transaction fees and
mobile banking services available to Indonesians who open accounts with
the bank. However, he pointed out that most brokers and vessel owners are
unaware of this option. He suggested that information on assisting fishers
in opening bank accounts should be included in the regulations for overseas
employment. Brokers also reported that making changes to their bank
accounts or opening a new one while in Taiwan can be difficult if a fisher
forgets their password or loses their documents. The Fisheries Agency
currently does not allow such changes, as this falls under the jurisdiction
of the MOL’s system. They hope for more flexible measures to address
these issues.
A Financial Supervisory Commission (FSC) representative clarified
that foreigners opening bank accounts in Taiwan are not strictly required
to have an ARC. “They can provide an ARC if they have one. However, a
passport or any visa with entry authorization can also be used for those
without one.” The FSC representative also suggested that it is still more
convenient for vessel owners to directly remit salaries to the fishers’ home
country bank account; even if distant water fishers open accounts in Taiwan,
this allows fishers to transfer money to their families without incurring
additional fees from first transferring funds to a Taiwanese account and
then wiring them to their home country.
BRI has established a branch in Taiwan, and its foreign exchange
services have been operational since November 2022. Vessel owners can
remit salaries to fishers who already have a BRI account. Liu Chih-chao, a
researcher at the Fisheries Agency, mentioned that some vessel owners are
also negotiating with another Indonesian bank, Bank Negara Indonesia
