The NHRC interviewed Lin Ding-rong, head of the Offshore Fisheries
Division at the Fisheries Agency. He noted that the agency functions as an
advisory entity for the fishing industry, fostering strong communication
with stakeholders. Given the economic challenges faced by offshore
fishing, the financial implications of implementing Wi-Fi and CCTV
systems have understandably led to some resistance from vessel owners.
In response, the agency has approached promoting CCTV installation from
a perspective that highlights its business advantages.
“The Action Plan requires CCTV installation as it helps address
frequent complaints from fishers regarding delayed payments and
excessively long working hours. Often, these complaints are onesided, making it difficult for operators to defend themselves without
documentation. Therefore, CCTV installation is encouraged to help
operators provide evidence and transparency concerning the situation
and working conditions onboard.”18
Lin provided another example of the benefits of CCTV, recalling
discussions between the Fisheries Agency and industry representatives
where CCTV footage proved crucial in clarifying fatalities on board. The
footage served as direct evidence that the operators were not at fault.
Furthermore, he pointed out that CCTV monitoring of fishing activities is
significantly more effective. This is particularly important given the
limitations of an observer program, which often suffers from staff
shortages or safety issues; as such, CCTV can serve as a practical
