II. Quality Management System (QMS)
The Commission on Human Rights began its implementation of its Quality
Management System in 2015 with the goal of continuously improving its documents and
processes to consistently attain quality objectives, which in turn will help meet customer and
regulatory requirements. Furthermore, this constant refinement of processes results in the
streamlining of the CHR’s services, allowing it to simultaneously comply with the
requirements of the Anti-Red Tape Act. The primary success indicator of this endeavor is
through the attainment of an ISO 9001:2015 Certification. Thus, it became the CHR’s goal to
achieve agency-wide certification. The years FY 2015-2017 marked the period wherein the
QMS Core Team laid the groundwork for the CHR’s QMS through the development of
documents and forms, and agency-wide capacity building. It was in 2018 when Regional
Offices (RO) III and IV-A were chosen to be the Pilot Offices for ISO 9001:2015 Certification.
They succeeded and continued to do so until FY 2020.
In FY 2021, the CHR took its next step in its goal with the certification of new Regional
Offices’ I, V, XI, and the CARAGA Office. Following the success of these ROs, the CHR has
targeted for certification for the next years the remaining regional offices and central offices
until the goal is realized for the whole Commission.
