and underlying inequalities in the world and in our different societies have surfaced and have become more pronounced-inequalities in vaccines, inequalities in healthcare services, inequalities in recovering from the pandemic, inequalities in opportunities in life amidst the pandemic, inequalities in accessing life-saving medicines, and other inequalities and incidents of discrimination have exacerbated our vulnerabilities and have bred further divisions among us”. CHR Commissioner Gwendolyn Pimentel-Gana, in her message for the human rights week celebration, remarked that “our continued engagement with duty-bearers have at times resulted in the re-calibration of their procedures so that it could become more aligned with a human rights-based approach. While we have not always been successful in all areas, I am heartened to know that our indefatigable efforts have started to shape the consciousness of our people that many of them now are also advocating our own advocacies within their respective networks. In light of these positive developments, we should continue to press on with our important work”. CHR Commissioner Roberto Eugenio Cadiz in a prepared speech also said “We are encouraged to combat discrimination; fight for the protection of rights; obtain equal access to opportunities-that is true equality”. Moreover, to celebrate the Human Rights Consciousness Week, various activities were held all over the country in the form of fora, orientations, lectures, seminars, etc. The highlights of the celebration were; presentation of the Gawad Karapatan Awardees, launching of the Human Rights Institute, re-launching of the Bantay Karapatan sa Halalan, and the Annual Alab ng Puso hybrid concert. A. Human Rights Institute (HRI) The CHR launched its Human Rights Institute (HRI) during the 2021 National Human Rights Consciousness Week and in celebration of the International Human Rights Day. Human Rights Institute culminates the desire of the past and present members of the Commission to have its own Institute, which shall help further strengthen the reach and mandate of CHR in establishing continuing programs on human rights research, education, and promotion. The HRI is borne out of both the vision and necessity to strategically align the CHR’s internal capability to do more to better serve the mandate of educating and promoting human rights in the Philippines and of Filipinos abroad, and be able to better comply with the constitutional mandate to establish a continuing program of research, education, and information to enhance respect for the primacy of human rights. The HRI will offer online general and special classes that can be availed by government civil servants, members of the civil society, and interested individuals from the public. The courses are developed in partnership with academic institutions and made possible with the support of the Asia Foundation, Embassies of New Zealand, Netherlands, and Canada in the Philippines. B. Bantay Karapatan sa Halalan (BKH) In preparation of the 2022 National Elections, the CHR re-launched the Bantay Karapatan sa Halalan (BKH), a nationwide campaign that aims to promote the rights of every Filipino during National and Local Elections (NLE).
