XIII. Digital Reporting and Response Services
Taking into consideration the limitations imposed by the COVID-19 pandemic where
uninterrupted, contactless delivery of services is expected, the Commission transitioned its
most crucial services to electronic and digital platforms. The electronic as well as digital
reporting and response platforms launched were the following: Strengthening of the Hotlines;
The Tanggol Karapatan Human Rights E-Lawyering Service (HRELS); the OFW Migrant
and Complaint Portal and the E- Report Mo Sa Gender Ombud. It was ensured that these
platforms were widely disseminated in the social media accounts of the Commission and
posted in the CHR website to ensure visibility and accessibility. These mechanisms took into
consideration the local quarantine restrictions hindering the public from physically going to
the Commission by utilizing information and communications technology to provide
stakeholders with prompt, accessible and responsive assistance even if working remotely from
home.
A. Tanggol Karapatan/Human Rights E-Lawyering Service
The CHR E-Lawyering is free of charge and entails the
Commission extending legal services to interested parties
using internet and web-based systems. Specifically, it allowed
clients to ask questions regarding legal matters and to receive
counsel as the form of legal service. This interaction between
lawyer and client, while it is an alternative to and is thus
different from conventional legal practice, it maintains the
ethics and other essential consideration in legal counseling
practice. During the pandemic, it is worth mentioning that given the environment, the tasks,
threats, and limited resources available, such as personal protective equipment, and the
shortage of protective measures, the CHR sustained its commitments of providing legal
assistance through this mechanism. In 2021, a total of 1,188 E-lawyering services was
recorded.

B. Overseas Filipino Worker (OFW) Migrant and Complaint Portal
The CHR grew increasingly concerned how the Covid-19 pandemic, particularly the
travel restrictions and lockdowns in other countries impacted the plight of our migrant
workers and how their livelihoods may have been affected, their access to critical services and
possible incidence of discrimination against them. The CHR then launched the OFW portal
which is essentially a reporting and intake mechanism of complaints or requests for assistance
involving migrant workers who are deemed as part of the vulnerable sector which the CHR
caters to especially. This is in consonance with the constitutional mandate of the Commission
to afford protection not only to Filipino living here but likewise abroad. For 2021, CHR
received a total of 33 OFW-related requests.
