Continuous monitoring OF places of detention and shelters In this sense, ICHR efforts continued in the field of monitoring places of detention and shelters, despite the difficulty of in-person visits at the beginning of the pandemic, because ICHR researchers were not able to directly inspect these places. However, it maintained a minimum of regular contact with those in charge of places of detention. The Prime Minister, Chairman of the Supreme Judicial Council and heads of the security services were addressed with the necessity to take all necessary preventive measures and precautions to prevent the outbreak of the virus in places of detention. In this context, ICHR called for the need to take alternative measures in terms of reducing the number of detainees and inmates. The Minister of Social Development in charge of shelters for battered women was addressed to ensure that all services are available and not disrupted during this pandemic, as well as homes for the elderly, orphanages, juvenile homes and shelters for persons with disabilities. f. Receiving Complaints ICHR continued to receive citizens' complaints, especially those related to the state of emergency such as arbitrary detention and abuse of power, as well as complaints related to quarantine conditions. Complaints have been received via phone or social media. ICHR published leaflets containing contact details for the ICHR field researchers in every governorate, whether in the West Bank or in the Gaza Strip. 8
