Annual Report 2008-2009 2.12 During the period under review, the Commission visited nine districts – Chamba (Himachal Pradesh), Ambala (Haryana), North Sikkim, Jalpaiguri (West Bengal), Dhalia (Tripura), South Garo Hills (Meghalaya), Sonbhadra (Uttar Pradesh), Dang (Gujarat) and South Goa (Goa). Right to Education 2.13 In order to facilitate the implementation of the Eighty-sixth Constitution Amendment Act, 2002, the Commission organized a two-day National Seminar on Right to Education in New Delhi on 11-12 September 2008. Human Rights Education and Awareness 2.14 A one-day National Conference on Human Rights Education at School Level was organized by the NHRC in New Delhi on 20 March 2009. The main objective of the Conference was to incorporate human rights education (HRE) in the existing education curricula of school system. Integrated Plan of Action to Prevent and Combat Human Trafficking with Special Focus on Children and Women 2.15 The Commission finalized the draft Integrated Plan of Action to Prevent and Combat Human Trafficking with Special Focus on Children and Women (INPoA) and forwarded the same to the Ministry of Women and Child Development (MWCD), Government of India for taking required action in the matter. A copy of the INPoA was also forwarded to the National Commission for Women (NCW), National Commission for Protection of Child Rights (NCPCR) and the Ministry of Labour, Government of India for appropriate action. Elimination of Bonded Labour and Child Labour System 2.16 The Commission continued to monitor the implementation of Bonded Labour System (Abolition) Act, 1976 and the Child Labour (Prohibition & Regulation) Act, 1986 in the country. TRAINING PROGRAMMES AND WORKSHOPS National 2.17 Some important training programmes and workshops organized by the NHRC during the period under review were : ‘Basic Training on Human Rights’, ‘Training of Trainers on Human Rights’, ‘Advanced Training on Human Rights’, ‘Training Programme on Women’s Issues’ and ‘Disability and Human Rights’. The NHRC also conducted a two-day attachment programme for Probationers of Indian Foreign Service. Besides, it conducted an ‘In-house Training Programme’ for newly recruited officers and staff of the Commission and ‘Summer & Winter Internship Programmes’ of one month duration each for university and college students and short-term attachment for students interested in the field of human rights.
