Written regulations and complaint mechanism The Rules provide that every prisoner on admission shall be provided with written information about the regulations governing the treatment of prisoners of his category, the disciplinary requirements of the institution, the authorized methods of seeking information and making complaints, and all such other matters as are necessary to enable him to understand both his rights and his obligations and to adapt himself to the life of the institution. 117 In order to inquire into the availability of information and complaints mechanisms in police stations and lock up cells, the research tool poses queries on whether or not PDL are provided with written rules on lock up cells and on whether or not a complaint mechanism is in place. General observation is that many police stations do not provide written rules to detainees. In some lock-up cells, a concise text of the Miranda warning is posted on the wall, as shown in the photo on the right. The rules and regulations pertaining to treatment and discipline of detainees are written mostly on papers in generic terms with no provision on penalty in case of violation. It is also not sure if the rules and regulations have been explained to and understood by the detainees. What was elicited was that detainees voluntarily impose the rules upon themselves thru their recognized leader or the “Mayor” who imposes the punishment on detainees found to have violated PS lockup cells’ rules.
