Annual Report 1999-2000 directed the State Government to constitute the State Human Rights Commission within four months. 15.5 The National Human Rights Commission, meanwhile, has continued to hold meetings with the Chairpersons and members of the existing State Human Rights Commissions with a view to developing healthy conventions in the functioning of the various Commissions and to ensure that, in their effort to promote and protect human rights in the country, they work together smoothly and to the maximum benefit of all of the people of this country. However, the National Human Rights Commission cannot but observe once again, that it is disappointed with the slow pace with which State Governments are acting to constitute State Human Rights Commissions. It has also noted that not all the State Human Rights Commissions that have been established, are being appropriately supported through the provision ofadequate financial and manpower resources. It strongly recommends, that those State Governments that have not yet constituted Human Rights Commissions, do so at the earliest, and that wherever such Commissions have been constituted, they be provided the backing that is essential to their proper functioning. 88
