Call for a forensic examination of Mr Shahab Hussain and some of the other inmates who have reported torture to NCHR. Call for information on criminal proceedings, if any, taken against the eight jail officials, including Deputy Superintendent that have been suspended recently following visit of CJ, IHC. Call for report on disciplinary proceedings, if any, against remaining 21 jail officials who have been allegedly found guilty of misconduct, inefficiency and torture and have simply been transferred to other prisons. (Annex H) Call for report on inquiry on the provision of drugs in prisons. (45 reports sent to higher authorities for disciplinary action against delinquent police officials at jail action against them awaited). Need to follow through on disciplinary action against delinquent officials. To date no penal action has been taken against jail staff. Details show that action has only been taken against lower staff. (Annex I) Ministry of Human Rights Implementation Committee to inquire into the issue of drug abuse and trafficking at Adiala Jail. Ensure that a tenure of maximum 3 years be mandated for jail authorities. Food Authority to inspect food quality on regular basis and report to Implementation Committee under MoHR. Apparently, the tandoors at Adiala have been non-operational for a long time and only recently fixed. Dietary Budget allocation for 2022-23 is Rs. 99.8m, which comes to Rs. 1352 per month per prisoner - or Rs. 45 per day per prisoner which is extremely meagre. Allow for external audits of prisons. Enhance the number of E-courts to include Rawalpindi courts as well. Improve the Infrastructure of Central Jail, Rawalpindi. Raise awareness of prisoners’ rights amongst prisoners and jail authorities of Adiala Jail. Ensure that the training of jail officials be a prerequisite for promotion. Solicit decision from Ministry of Interior on whether NAPA (National Academy for Prison Administration), set up for capacity building and training, is needed or not. As it stands today, it is grossly underutilized as provincial authorities are setting up their own training institutes. 6
