21. Enhance the Capacity & Independence of NCHR as a watchdog of the
Government
NCHR is the apex rights protection watchdog which, unlike other commissions and
entities, is the custodian of all human rights and not a particular sub-set thereof. As
the key division responsible for the promotion and protection of human rights, the
performance of the Ministry of Humans Rights - as per its Rules of Business - comes
under the watch of the Commission.
It is not the job of the Commission however, to become the
Government, but simply to oversee and guide the Government on
issues pertaining to human rights laws and most importantly, the
administrative measures necessary for the implementation of
such laws.
Despite its extensive mandate, the Commission is severely hampered in capacity
and independence.

To date NCHR has no officer/official above BPS 11. Work is carried out
personally by its chairperson and five members- with little or no support
officers.
Rules sent to MoHR for approval are pending in MoHR
Budget is hugely inadequate, especially since NCHR has regional offices all
over Pakistan.
