The objec ves of the mee ng included iden fying issues/challenges in access to health services and health care system and the way forward to improve health, survival, and nutri onal status of women and girls in India. A er due delibera ons, following recommenda ons emerged: 7.3.4 Illustra ve Case There is a need for convergence of ini a ves taken by the Ministry of Health and Family Welfare with other ministries for be er implementa on. 1.) Dowry death of a lady by her husband and in laws in Etah, UP and leaving her dead body outside the house, • A sensi sa on training programme for healthcare personnel is needed to improve women's health and nutri onal status in various castes and religious communi es. • A coordinated mul -sectoral approach is needed in order to ensure women's health and nutrional requirements. • Proper implementa on of the Prohibi on of Child Marriage Act, 2006, may be ensured as it affects the health of a large number of girls and their offspring. • For improvement of the health infrastructure, the availability of CSR funds may also be considered by the government. The Commission received the complaint that the vic m was killed by her husband and in laws for want of dowry. It was further submi ed that on 29 August 2020, he had received a call from her daughter reques ng him to save her from her in-law otherwise they would kill her. On the next day, they got a call informing that his daughter was murdered. It was also stated that a er the murder, her body was le outside the locked house with her two years old daughter and the accused fled from the spot. A case crime No. 149/ 2020 u/s 498A/ 304B IPC, 3/4 DP Act was registered at PS Rijor, but the accused persons were freely moving and threatening to make a compromise in the ma er. He requested proper inves ga on of the case and stern ac on against the accused persons. • 7.3.3 The Commission organised a one day conference on “Gender and Sexuality: S gma Discrimina on and Exclusions” in collabora on with Tata Ins tute of Social Sciences (TISS), Mumbai on 11 March 2023. This conference was the first from of a series of three conferences to be organized by the Advanced Center for Women's Studies, TISS. The main objec ve of the conference was to understand the implica ons of s gma and discriminaon on sexual and reproduc ve health and to find out strategies to avoid exclusionary prac ces in terms of caste, class, disability, gender, gender orienta on, marital status and age in public health system. The key topics included, stereotypes and greater violence faced by persons marginalised on the grounds of gender and sexuality, including 46 especially those living with disabili es. Other topics that were addressed included the discrimina on and violence faced by queer women, transpersons, and women from Dalit, Bahujan, and Adivasi communi es, concluding with the way forward to ensure that the human rights of these com- muni es may be protected and promoted. Case No. 23231/24/22/2020-WC Pursuant to the direc on of the Commission, it was informed by the ASP/ Nodal Officer, Etah, enclosing the enquiry report of Circle Officer, that on complaint, an FIR was registered against the husband and in-laws. The accused persons were arrested and sent to jail. A charge sheet was filed in the ma er. In further direc ves of the Commission, the DM, Etah informed that the District Steering Commi ee, Etah, sanc oned a compensa on of Rs. 3, 00, 000/- to the child of deceased vic m under Clause 2 of “Rani Laxmi Bai Mahila Samman Kosh Rules, 2015” and order of District Steering Commi ee, Etah, was forwarded to the Vihit Pradikari, Rani Laxmi Bai Mahila Samman Kosh Scheme, Lucknow, for payment to the beneficiaries.
