A review of the Melbourne Declaration on Education Goals for Young
Australians (Melbourne Declaration) is currently underway. The Melbourne
Declaration sets the ideological direction for Australian schooling. The
Commission has recommended that the Melbourne Declaration be
updated to include ‘improving education outcomes for students with
disabilities by promoting inclusive education at all levels’, consistent with
CRPD, as a new priority area for action.95

The third review of the Disability Standards for Education (2005)
(Education Standards) will take place in 2020. Many of the
recommendations made following the 2015 review of the Education
Standards have not been implemented. It is critical that the Australian
Government conduct a robust review of the Education Standards. This
includes a thorough and well-planned consultation process and sufficient
resources for the review and implementation of the recommendations.
Recommendation 48: In line with General Comment No. 4, targets 4.5 and
4.8 of the Sustainable Development Goals and the recommendations made
in the Access to Real Learning report, the Australian Government work with
State and Territory governments to develop a comprehensive and
coordinated strategy for ensuring inclusive education across Australia,
with clear timeframes for implementation.
Recommendation 49: The Australian Government update the Melbourne
Declaration on Education Goals for Young Australians to include a specific
commitment to promote inclusive education.
Recommendation 50: As part of the Third Review of the Disability Standards
for Education (2005), the Australian Government:
a. conduct a comprehensive consultation process, including with
children and young people with disability
b. consider how the implementation, enforceability, monitoring and
compliance of the Education Standards can be improved
c. dedicate adequate resources to implementing the recommendations
made following the review.

A review of the loading for students with disability is currently underwar,
with a report to be submitted to the Minister for Education by December
2019.96 The Review of Funding for Schooling recommended an additional
loading for all students with disability.97
