Continue collaboration with relevant partners on analysis and interpretation of
statistical data and flow;
Sufficient allocation of funds for training and capacity building for government agencies
handling migration issues; and
Sufficient allocation of funds for reintegration programs, and in particular to the
reintegration center opened in 2OO7.
ln addition to spending public money on goods, seruices and facilities that meet the country's
legally binding treaty obligations, and the recommendations of the treaty monitoring bodies,
human rights norms of expenditure also include those goods, services and facilities that
conform to the normative content of human rights (See Annex 4, Norms of Expenditure that
Support the Realization of Selected Economic, Social and Cultural Right$. Examples of
programs, activities and projects that support the realization of human rights include, among
others:

The construction of classrooms and school buildings with sufficient supply of water and
sanitation facilities, crime control and prevention, and the development of the
educational curriculum, which support the realization of the right to education;
Agricultural research and development, farm-to-market roads, and consumer protection
against fraudulent market practices, which support the realization of the right to

adequate food;
The establishment and maintenance of health centers, primary health care services,
universal health insurance, and the construction of access paths to buildings and other
public places for persons with disabilities and older persons, which support the
realization of the right to the highest attainable standard of health;
The construction of low-cost housing, resettlement or relocation sites with water and
sanitation, electricity, communications systems, etc., infrastructure (roads, electricity,
site drainage, sewerage systems, waterworks facilities, etc.), emergency services (fire
protection, police protection, ambulance, etc.), environmental hygiene and sanitation,
and geo-hazard mapping, which support the realization of the right to adequate

housing;
provision of basic water services and sanitation facilities in health centers, schools, jails,
and other public places, and disaster preparedness and relief operations, which support
the realization of the right to water and sanitation;
Retirement and pension plans, the provision of unemployment benefits, information
dissemination on available social security schemes and programs, which support the
realization of the right to social security;
The maintenance of a free public employment service, vocational rehabilitation and
employment of persons with disabilities, and early warning mechanisms for disaster risk
mitigation, which support the realization of the right to work; and
Maintenance and development of public libraries, museums, theatres, cinemas and
sports stadiums, parks, squares, avenues, seas, lakes, rivers, mountains, forests and
nature reserves and the preservation of the country's cultural heritage, which support
the realization of the right to take part in cultural life.
Sepulveda Carmona, the United Nations lndependent Expert on the question of human rights
and extreme poverty, identified fiscal "measures that pose potential threat to human rights of
most vulnerable;" these include reductions in levels of social protection benefits and the
reduction in public sector staff and wages. The lndependent Expert stressed that programs
crucial to the delivery of essential services, such as health care and social assistance, should
