THE RIGHT TO HEALTH IN PRISON: RESULTS OF A NATIONWIDE SURVEY AND REPORT 3.51 With regard to sanitary products,78 only 50 per cent (382 prisoners) reported being provided with feminine hygiene products (sanitary napkins) during their imprisonment; 25 per cent (187 prisoners) reported having to purchase feminine hygiene products.79 However, 38 per cent (289 prisoners) reported being provided with 2 to 3 feminine hygiene products per day during their menstruation. 3.52 66 per cent (503 prisoners) reported having a sufficient amount of water available for maintaining their menstrual hygiene.80 3.53 The Commission observed that access to regular provision and sufficient numbers of sanitary napkins are not standardised in prison, resulting in a lack of adequate menstrual hygiene management in prisons. 3.54 Of concern, the Commission was informed during interviews with prisoners that many menstruating prisoners were given only three sanitary napkins during the whole duration of their menstruation. 3.55 Access to sanitary napkins shall not be considered a luxury, and that regardless of budget cuts, all prisons must maintain a certain minimal level of dignity for their prisoners. Standard Minimum Rules for the Treatment of Prisoners: Personal hygiene 15. Prisoners shall be required to keep their persons clean, and to this end they shall be provided with water and with such toilet articles as are necessary for health and cleanliness. Pregnancy (Q: 3781) 3.56 At the time of the survey, 7 per cent (51 prisoners) reported that they were either pregnant or they have previously been pregnant in prison. 3.57 67 per cent (34 prisoners) reported having access to pre and postnatal health services during their imprisonment, but only 37 per cent (19 prisoners) reported having a diet suitable for pregnancy.
