The third phase of the programme (2015-2019) extends human rights education to press and media personnel. In this connection, the Commission published the Media Human Rights Guide, shaping conditions for enhanced understanding of the third phase of the programme. Domestically, eight laws, including the Mental Health Act, Act on Support for Welfare and Self-Reliance of the Homeless, etc., and Framework Act on Military Status and Service, legally mandate human rights education. This has helped continuously advance public awareness and increase the demand for human rights education. Moreover, it has required the Commission to lay the foundation for human rights education to be carried out in a systematic and effective way, all the while meeting their intended purpose and international standards. To this end, the Commission commissioned a study for establishment of the Human Rights Training Institute. 78
