SUHAKAM has identified the following steps to develop its gender strategy:
1. Hold ‘TehTarik’ sessions with all staff introducing the concept of a gender strategy, building
capability and gaining support from across the organisation.
2. Conduct a needs assessment to understand and respond to the current situation and
responding to the outcomes.
3. Map and engage with external stakeholders to collect their feedback.
4. Develop a Gender Strategy Handbook.
Key lessons from SUHAKAM
1. Secure leadership endorsement early.
2. Establish a dedicated team with clear roles and responsibilities.
3. Build staff understanding and ownership from the beginning.
4. Use needs assessments and baseline analysis to inform priorities.
5. Engage external stakeholders and partners early.
6. Treat gender mainstreaming as a long-term organisational process, not a one-off activity.
7. Link the Strategy to practical implementation, resourcing and accountability processes.
