A Strategic Framework creates a structure from which you can build a practical and doable
gender strategy.
The purpose of Phase 2 is to agree the high-level foundation for your gender strategy following
broad consultation and input. We call this the Strategic Framework. It may also be referred to as
a ‘Plan on a Page’, ‘Blueprint’ or ‘Roadmap’.
The Framework identifies the strategy’s vision, purpose and priorities, and links them to
long-term outcomes, actions and indicators of success.
This section includes eight steps to guide the development of your Strategic Framework, followed
by a checklist and an example from the fictitious Human Rights Commission of Assuwa.
Your NHRI may use additional tools or activities during this phase. As this Toolkit continues to
develop, we welcome examples of approaches used across the region.
Example
The Gender and Development Agenda of the Commission on Human Rights of the Philippines
includes the identification of key gender issue/s, identification of the GAD Outcome/Result
statement, indicators, baseline, the responsible unit or officer; and the programs, activities and
projects proposed for each year.
