Regrettably, this review did not benefit from co-operation with the Police. It therefore does not examine the use of restraints by the Police, despite serious concerns about practices in Police custody suites in 2016/17. The remainder of this report focuses on seclusion and restraint practices across prisons, health and disability facilities, and children and young people’s residences. It examines current use and conditions and assesses the degree to which recommendations made in Thinking Outside the Box? and good practice guidance have been met in regard to seclusion and restraint practices in each. To avoid identification, all establishment names are anonymised, as are the gender and role of people interviewed, and the names of civil society organisations and arms-length bodies who made submissions to this review. 13
