APPROVING AND ADOPTING THE IMPLEMENTING
RULES AND REGULATIONS OF REPUBLIC ACT NO. 9710
OTHERWISE KNOWN AS THE "MAGNA CARTA OF
WOMEN."
WHEREAS, the Prcsident signed into law on August
14, 2009 Republic Act No. 9710, otherwise known as the
"Magna Carta of Women," which is a comprehensive women's
human rights law that secks to eliminate discrimination against
women by recognizing, respecting, protecting, fulfilling and
promoting the rights of Filipino women, especially those in the
marginalized sectors;
WHEREAS, Section 44 of the aforementioned law
mandates the Philippine Commission on Women (PCW), in
coordination with the Commission on Human Rights (CHR) and
all concerned government departments and agencies including,
as observers, both Houses of Congress through the Committee
on Youth, Women and Family Relations (Senate) and the
Committee on Women and Gender Equality (House of
Representatives) and with the participation of representatives
from non-government organizations (NGOs) and civil society
groups with proven track record of involvement and promotion
of the rights and welfare of Filipino women and girls identified
by the PCW, to formulate the implementing rules and
regulations (IRR) of this Act within one hundred eighty days
(180) days after its effectivity;
WHEREAS, the draft IRR was formulated by the
Technical Drafting Committee, in coordination and consultatiIon
with
other government
departments and agencies, non
government organizations and other stakeholders;
