system causing delays in the dispensation of cases and, resultantly, creating a
burden on both the prisoners and the prison administration.
Overcrowding is linked to high pre-trial detention rates, lack of adequate legal
representation and legal aid to prisoners, lack of probation, parole options and
alternatives to detention.
Islamabad Jail has been under-construction for almost a decade now. The land
situated in sector H-16 was acquired by the Federal Government for the construction
of the Jail in 2014, and it spreads over an area of 90 acres. If the Jail is fully
constructed on that area, it will be able to accommodate a total of 2000 inmates,
resolving the problem of overcrowding at Central Jail, Rawalpindi.
PM Shahbaz Sharif recently visited the site of the new prison and has set up a 6member committee to review progress on the project.
19. Raising Awareness of Prisoner Rights Amongst Prisoners & Jail Authorities
It is strongly recommended that incarcerated individuals and prison officials should
be made fully aware of prisoner rights afforded under the Constitution and the Prison
Rules. It is imperative that these individuals be informed of their full list of rights upon
entry to the jail. Additionally, it is recommended that the procedure and qualifying
factors for obtaining remission, probation, and parole along with a remissions
calendar be displayed in conspicuous locations around the jail so as to make
prisoners aware of these rights.
20. Trainings of Jail Staff
Management of prisons is complex work and requires a variety of skills. Training of
prison staff is paramount in both maintaining order in the prisons and in respecting
the rights and dignity of detainees. Such training should be based on a clear
understanding of the purpose of prison work and the human rights principles that
underpin it.
Rule 75 of the UN Standard Minimum Rules on the Treatment of Prisoners
(“Mandela Rules”) provides that prison staff should be provided with “training tailored
to their duties, which shall be reflective of contemporary evidence-based best
practice in penal sciences”. Rule 75.3 provides that the provision of training should
be continuous to maintain and improve the capacity of the staff.
Moreover, prison staff should receive sensitivity training on respecting human rights
and meeting the specific needs of detainees in situations of vulnerability. Rule 76
suggests that prison staff training should at the very least consist of, inter alia,
