Establish an independent Complaint Mechanism Accessing courts by prisoners and their families for the redress of their grievances is a complicated, lengthy and expensive process, and many prisoners lack the knowledge and financial resources to engage in these procedures. In light of this, it is recommended that an independent complaint mechanism/authority free from police hierarchy may be developed for prisoners. This authority should have the capacity to receive complaints, investigate and adjudicate all allegations of torture. Regular and unannounced visits to all places of detention by independent monitoring bodies help prevent a culture of secrecy from developing and provide an important safeguard for persons deprived of their liberty. At Adiala Jail, an oversight committee was set up on 18.3.2022 comprising the following; 1. 2. 3. 4. Furthermore, according to the inmates nothing much has come of this committee, and they have no recollection of any recent inspections. 8. Reactivate Implementation Committee set up under Ministry of Human Rights in judgement of WP 4037 of 2019 Khadim Hussain vs Ministry of Human Rights. In the above judgement, MoHR was directed to submit report to IHC on the 30th of each month regarding progress made in implementing recommendations to improve the condition of prisoners as per Mandela Rules. 23
