Rawalpindi. During this visit (pictured below) NCHR Chairperson met with two foreign female prisoners – one from India and the other from Kenya. However, their respective consulates were unable to verify the identities of the prisoners and as such the prisoners were ineligible for repatriation and effectively left stateless. This report, thus, will look into the legal framework around foreign prisoners and will include NCHR’s policy recommendations on the issue. Harassment of Female Students at Educational Institutes Situational Analysis NCHR and UN Women are collaborating on a study on the prevalence of harassment at educational institutes in Pakistan with a special focus on Sindh and Balochistan. In recent years, there has been an increase in suicide cases of female students which has been brought to the attention to the Commission. During the Commission’s initial investigation, it was deduced that this increase was due to harassment. The Commission has held meetings with prosecution departments and with the Vice Chancellor of Karachi University on the topic (pictured below). The report will map out a situational analysis of legislation, interventions, and any action plans in place to address harassment at educational institutes. This analysis will then be used to inform recommendations from NCHR to address these legislative and policy gaps. 27
