FURTHER CAPACITY ASSESSMENTS Two NHRIs have decided to undertake the full CA process a second time: • Human Rights Commission of Malaysia (SUHAKAM) 2017 • Philippines Commission on Human Rights 2018. SUHAKAM was the first NHRI in the region to undertake a CA, in 2008–09. It was the pilot CA that contributed greatly to the development of the methodology. Almost a decade later, in 2017, SUHAKAM wanted to update the assessment. In view of the long period since the original CA and the changes in the methodology since then, it decided to undertake a full CA, to take advantage of the ways in which the methodology had developed since its pilot CA. The following year, in 2018, the Philippines CHR also sought to undertake a new CA. Its first CA took place in 2012 and it had had a CAR in 2015. It considered that a second full CA was now more relevant to its needs. In both cases the new CA was undertaken in accordance with the methodology set out in this manual. It included a review of implementation of the past recommendations but it was primarily oriented towards the current situation of the NHRI, its future capacity needs and the strategies and actions to build the required additional capacity to increase effectiveness.
