Full In each CA the team determines how much disaggregation is relevant and what categories for disaggregation are appropriate and effective for the particular NHRI in presenting the findings from the quantitative analysis. It also determines which table or graph format is most appropriate and meaningful for the particular NHRI. Disaggregation by gender will always be relevant. Women in an NHRI have distinct perspectives not only about gender issues but about the strengths and weaknesses of the NHRI generally. Disaggregating responses by gender makes those distinct perspectives visible. It also permits comparison between those perspectives and the perspectives of the men in the NHRI. And it can enable further disaggregation of intersectional differences, for example, gender by level within the NHRI, function or role. If there are significant differences, the NHRI has an opportunity to ask why and to seek a deeper understanding of the differences. 3.4.6. Developing strategies and actions in response to gaps Throughout the CA process, the CA team seeks to identify strategies and actions to address the NHRI’s capacity gaps – to build the NHRI’s capacity from its current level to the level identified by the leaders and staff as required for the NHRI to be fully effective in five years’ time. The third of the three questions in the focus group discussions asks what strategies and actions the NHRI can take to build the required additional capacity. In the questionnaires, respondents are asked, in relation to each of the core capacity issues, for their recommendations for action to increase the capacity on that issue from the current capacity to the required capacity. The CA team records these recommendations for action in relation to the most significant capacity gaps identified in the group discussions and the questionnaire results. 36
