In addition, the recreational space is insufficient for the number of inmates and the infrastructure doesn’t meet the accommodation requirements for inmates with disabilities. • Service facilities: The Tulkarem CRC complies weakly with the international standards due to the nature and quality of its services facilities. In the services facilities, the windows are not wide enough to let in natural light and allow for ventilation of the facilities, which poses a real risk to the health of inmates and staff at the center. There are facilities for vocational rehabilitation but they are not operational. In addition, there is a library but it has no books for persons with disabilities and it is inadequate for their needs. The infrastructure of all of the service facilities is not equipped to meet the needs of persons with disabilities.
