Strengthening NHRI capability for human rights community-led development From February to April 2025, the APF delivered a regional online Human Rights Communityled Development (HRCLD) programme for NHRIs, drawing on lessons from the Pacific Pilot Project (July 2024 – May 2025) and the APF guide “Building Human Rights Communities”. Fifty-nine participants (34 women, 24 men and one gender-diverse participant) from 19 member institutions completed four modules and joined weekly live sessions in two timezone-friendly streams, with Arabic and Russian interpretation, exploring HRCLD concepts: ethics, practical steps and the use of a gender lens; supported by case studies from the Cook Islands, Fiji and Samoa. Of the 59 registered participants, 35 (59%) completed all four modules, with completions spanning 20 women and 15 men from 14 NHRIs. Pre- and post-lesson surveys showed an average 1.3-point increase in confidence (from 2.84 to 3.78 out of 5), with end-of-course ratings of 3.75/5 for overall confidence to facilitate HRCLD, 3.75/5 for likelihood of applying the approach and 3.9/5 for applying gender considerations; Lesson 15 on using a gender lens recorded a shift from 2.4 to 3.9 out of 5. Participants reported acquiring concrete tools and a fresh perspective on working with communities, particularly around child rights, engagement with indigenous communities and building trust with groups who may distrust state institutions, laying the groundwork for a regional HRCLD practitioner network and future APF peer learning and mentoring.
