Results/Achievements:
The Ministry of Labor has implemented a mechanism for solving the problems
of migrant workers in an integrated manner under the Foreign Worker Management Strategy
B.E. 2560 - 2564 and enforcement amendments which promoted the employment of migrant
workers correctly and fairly to all parties B.E. 2560, protecting foreign workers according to
international standards, effectively manage foreign workers working in Thailand. In addition,
the Thai government has issued a Memorandum of Understanding on Cooperation on
Interstate Employment (MOU) with the Republic of the Union of Myanmar, Lao People's
Democratic Republic, and the Kingdom of Cambodia to reduce the procedure and time for
importing labor as well as providing training for migrant workers before entering the country.
The Department of Employment has therefore regularly inspected the work of foreign workers
and employers/establishments. As well as, capacity building by the Ministry of Labor to
cooperate with the International Labor Organization to solve the problem of illegal migrant
workers and the protection of foreign workers, such as the Ship to Shore Rights Project Safety
and Justice Project, etc., and together with the United States Department of Labor organized
a program to enhance enforcement of labor and criminal law to address the problem of child
labor forced Labor and Human Trafficking for Sustainable Change The Office of the National
Security Council has prepared a draft Immigration Management Plan, Phase 1 (B.E. 25632565) by defining guidelines for solving the problem of illegal immigrants among migrant
workers. The Ministry of Public Health has implemented the Preparation of a manual on the
issuance of birth certificates for children born to foreign workers in Thailand and distributed to
hospitals under the ministry across the country as a guideline for doing. The Department of
Child and Youth Affairs is in the process of preparing a Memorandum of Understanding
between the Government of the Kingdom of Thailand and the Government of the Republic of
the Union of Myanmar on Strengthening Cooperation in the Protection of Children Affected by
Migration to Develop bilateral cooperation in the protection of migrant children to help children
access basic rights. As well as being protected under the legal framework of both countries on
the principle of maximum benefit and non-discrimination, the Ministry of Labor is in the process
of amending the Labor Relations Act B.E. 2518 and the State Enterprise Labor Relations Act
B.E. 2543. Continuous cooperation with the International Labor Organization (ILO) has studied
and applied recommendations to improve the law to make provisions consistent with the
principles of Convention 98: the protection of workers who form unions and participate in union
activities from Intervene and unfair actions of employers and emphasize the key principles in
the protection of labor rights following the principles of freedom of association and collective
bargaining. At present, the Labor Relations Act B.E. .... is pending consideration of Agenda 2,
