1.2) The situation of political rallies among students, undergraduates, and
the public
The NHRCT has recommendations to the government, the cabinet, and related
agencies to consider and find a solution to the situation of political rallies, namely, to facilitate
people to exercise their freedom to assemble peacefully. as well as protecting the protester's
Public health officials, media, and the general public, have urged government officials to
exercise extreme caution in maintaining legal order under international standards and to avoid
using force against peaceful and unarmed gatherings the 10 Principles for the Management of
Proper Assembly, developed by the United Nations Special Rapporteur on the Right to
Freedom of Assembly and Peaceful Assembly, shall be applied as a guideline for the relevant
government agencies to implement the law of the United Nations Police officers in arresting or
detaining persons are strictly stipulated in the law to find channels or have a forum to discuss
and seriously resolve issues together and consider the guidelines and criteria for helping and
healing those affected by the political rallies in 2020.
Results/Achievements:
The Office of the NHRCT has been notified of the results from the Cabinet and
related agencies are not yet complete which is in the process of follow-up the results.
Regarding the situation of political rallies, several proposals were made to the Cabinet and
relevant agencies. There are responsible agencies in the Office of the NHRCT, namely the
Office of Human Rights Situation Surveillance and Assessment, Human Rights Protection
Bureau, and Human Rights Respect Promotion Office.
2) Civil and Political Rights
2.1) Recommendations on rights in the justice process, namely asking to
study and analyze the factors that hinder people in accessing various rights in the justice
process from requests for assistance received under the Compensation, victims and
Compensation Act; Expenses to the defendants in criminal cases, 2001 and through the
Justice Fund Please expedite the conclusion of the study on solutions to the problem of
overcrowded prisons. Including improving the use of methods of service in the public interest
instead of detention instead of fines, and the adoption of alternative measures instead of
imprisonment.
Results/Achievements:
The Ministry of Justice by the Rights and Liberties Protection Department is in
the process of amending the Draft Compensation for Victims and Compensation and Expenses
to Defendants in Criminal Cases, 2001 to reduce barriers to accessing rights in the justice
process, such as expanding period for submitting applications for compensation for the injured
