Korean society has experienced social disasters such as the collapse of Sampoong

Sewol in 2014. Also, the opinion has been that a social system should be established to view
disasters from the perspective of human rights and to prevent similar disasters from
recurring. However, despite the people's demand that the life and safety of the people before
and after the sinking of MV Sewol must be different, the disaster safety management and
prevention system of Korean society and the national leadership's sense of responsibility for
