Proportional Distribution of Medical Personnel, Volunteers, Facilities and Supporting Infrastructure Komnas HAM RI recommends rapid policies to support medical personnel’s distribution, accelerate the recruitment of volunteers, and proportionally provide facilities and infrastructure so that COVID-19 can be mitigated properly, especially in the red zones or the potential areas of becoming ones. Apart from that, the policy should ensure the quality standard of health facilities and supporting infrastructure. 15. Building Community Solidarity and Ensuring that Mitigation of theCOVID-19 Runs Smoothly Komnas HAM RI recommends policies to facilitate solidarity in society and provide protection for the solidarity action. This policy can take the form of facilitating the distribution of goods or other supporting facilities. 16. Policies for Indonesian Citizens Abroad, Especially Migrant Workers in the COVID-19 Countries Komnas HAM RI recommends a policy of protection and special services for Indonesian citizens abroad, especially migrant workers, in countries where the COVID-19 spreads. This policy includes information on whether there are general Indonesian citizens or migrant workers who become the victims and the continuity of health services for them. Including if they are in a country that has declared a lockdown, their basic needs must be considered and met. 17. Protection for Laborers and Workers Komnas HAM RI recommends that the government guarantees and ensures that there are no unilateral layoffs of workers by collecting data of business sectors that are vulnerable or affected by the COVID-19 and formulating mitigation steps in collaboration with related business associations. 18. Maximum Health Services for Victims, Families, ODP, PDP, and Communities Komnas HAM RI recommends the fulfillment and guarantees the right to complete health services for all by maximizing all existing resources, including conducting international cooperation, among other things, ensuring the availability and quality of medicines, medical personnel, appropriate treatment methods, or other supporting facilities to mitigate the COVID-19 effectively. The study found that at least seven SDGs intersect with the 18 recommendations (see Table 2). The following section shows these links and describes how the human rights issues observed by Komnas HAM, and the recommendations on how to address the issues, are directly relevant for the achievement of existing SDG Goals and targets. The table below shows a summary of these messages, while the narrative section below the table describes in more detail how the COVID-19 pandemic has impacted negatively on human rights and posed challenges in relation to achieving the SDG goals and targets if these human rights issues are not addressed. 8
