Strengthening Legality Based on the Siracusa Principles and the Human Rights Law, restrictions on human rights in the context of a health emergency must have a robust legal basis. The legality not only establishes a clear legal status for authorities in implementing some restrictions but also to provide transparency. 2. Centralized Policy Platform There is a need for a centralized policy platform that is controlled by the central government, which is transparent, accountable, non-discriminatory, and participatory. Such a platfrom can be used to regulate social restrictions/mobility, distribution of aid, and integrated public communication. 3. Proportional Regional Quarantine Policy Komnas HAM RI recommends measurable and proportional quarantine according to factual assessments, vulnerability level, epidemiological basis. However, the government chose to implement PSBB (Large-Scale Social Restrictions) while some areas applied partial quarantine. 4. Strict Mobilization and Crowd Policy Komnas HAM RI recommends firm action for violators of the PSBB /social/physical distancing policy, including arrangement in mobility limitation exception and how to worship in places/houses of worship. 5. Up-to-date and Transparent Information on Covid Tracker The need for policies and mechanisms for situational reform according to the transparency principle. However, in practice, there are differences in data between the central and regional governments, and mortality rates are underreported, and the standards and guidelines from the WHO are not followed in the reporting. 6.
