International Engagement for the Sustainability of Human Rights Chairperson Chen Chu, NHRC Taiwan is a maritime nation that is renowned across the world for its fishing industry. As our fisheries workforce is highly reliant on foreign fishermen, whether our nation’s fisheries policies and maritime policies respect the human rights of fishermen is not only critical to our national human rights identity but also has repercussions for the supply chain of the entire industry. In November 2020, we visited the Taiwan Seamen and Fishermen’s Service Center in Kaohsiung to investigate the conditions of fishermen from distant water fisheries and to learn more about the lives and accommodations of foreign fishermen. In February of the following year, the NHRC passed a resolution to clarify the systemic human rights issues facing foreign fishermen by collating six major investigations related to the human rights of fishermen conducted by the Control Yuan. A human rights task force for foreign fishermen was also set up; I served as the convener for this task force with the original investigators, Commissioner Wang Yu- Preface 004
