the NHRC’s operational framework, monitoring human rights issues among vulnerable groups, keeping track of the impact of human rights in the post-pandemic era, emphasizing the impact of digital technology developments on human rights, continuing to promote human rights education, and focusing on exchanges with international human rights institutions. Between September and December of 2022, the NHRC asked its consultants for their thoughts, studied their opinions, and took an inventory of key future tasks in order to prepare a draft of the plan, which was sent to NHRC members for review. NHRC members convene and reach consensus 3) i. Three NHRC general assemblies In January and February 2023, the NHRC convened three meetings to discuss the draft plan. The focus of the meetings was on optimizing the efficiency of the NHRC, monitoring and improving human rights conditions for disadvantaged groups, monitoring and promoting human rights education, and actively participating in collaborative international human rights networks. In total, 28 extensive and diverse topics under the four major strategies were discussed extensively, including the concluding observations of each covenant, matters that the NHRC should implement, continuity in the NHRC’s multi-year human rights work, the NHRC’s assistance in implementing and promoting the government’s national human rights action plans, and important emerging human rights issues. 13
